Our Commitment to Human Rights

Apex Behavior Consulting is committed to safeguarding the human rights of all clients. We believe individuals receiving services have the right to:

  • be treated with respect and dignity,

  • have their voices and preferences considered,

  • access compassionate and ethical care,

  • maintain meaningful relationships and family connections,

  • and live free from unnecessary restriction or coercion.

Our clinical approach prioritizes positive, reinforcement-based interventions that emphasize teaching, communication, collaboration, and proactive support strategies.


Our Position on Restrictive Interventions

We do not use physical restraint or other rights restrictions except in rare situations where there is an immediate risk of serious harm to the individual or others.


Even in those exceptional circumstances, restrictive procedures are never taken lightly. Safety interventions are used only when clinically necessary, ethically justified, and implemented in accordance with professional standards and applicable regulations.

Whenever restrictive interventions are considered, Apex ensures:

  • less restrictive alternatives have been explored,

  • interventions are data-informed and individualized,

  • caregivers and stakeholders are involved in planning,

  • staff receive specialized training,

  • and oversight measures are in place to protect client rights.


Oversight and Accountability

To ensure ethical decision-making and accountability, any use of restrictive procedures is subject to formal review processes.

These interventions are reviewed by:

  • a Human Rights Committee, which evaluates the protection of individual rights and dignity, and

  • a Peer Review Committee, which provides clinical oversight and evaluates the appropriateness and necessity of the intervention.

This layered review process helps ensure that client safety is balanced with ethical responsibility and that restrictive practices remain rare, carefully monitored, and continuously evaluated.
